Message from the Manager, Strategy & Projects Unit
It is with great honor and a deep sense of purpose that I welcome you to the Strategy & Projects Unit at Makerere University Business School. Our office exists at the intersection of vision and implementation – where strategic ideas are not only nurtured but guided into action to create lasting value for our institution, our partners, and most importantly, our students. As the central planning and coordinating unit, we are entrusted with the responsibility of shaping the future of MUBS through deliberate, data-informed, and forward-looking activities.
Every day, my team and I are driven by a shared belief that strategy is not just about plans, but about people, their aspirations, their challenges, and their potential. Whether we are preparing a concept for a new student accommodation facility, reviewing asset performance, or coordinating a GoU funded project, we remain committed to inclusivity, excellence, and sustainability in everything we do.
In our work, we align closely with national goals such as the NDP IV, Vision 2040, and the Sustainable Development Goals, but we never lose sight of the unique mission of MUBS that is to transform lives through business and management education. We are grateful for the support of Government, the leadership of the Principal, the support of Council, and the collaboration of our internal departments, partners, and stakeholders who make this work possible.

Unit Vision
Fostering a strategically aligned environment that supports work, learning, and sustainable development at Makerere University Business School.
Unit Mission
To create a conducive environment for work and learning, aligning with the MUBS Strategic Plan, Master Plan, and the expectations of our internal and external stakeholders.
The Strategy & Projects Unit is a central unit within Makerere University Business School, responsible for driving the MUBS’ strategic direction and spearheading major projects that shape the school’s future. Reporting directly to the Office of the Principal, the unit functions as the MUBS think tank, facilitating long-term planning, innovation, and sustainable development.
Core Mandate
At its core, the Strategy & Projects Unit is responsible for coordinating the formulation, implementation, monitoring, and evaluation of the MUBS Strategic Plan. This includes aligning MUBS priorities with national and global frameworks such as the National Development Plans (NDPs), Uganda Vision 2040, the Public Investment Management (PIM) Framework, and the Sustainable Development Goals (SDGs). The Office ensures that strategic objectives are not only ambitious and forward-looking but also measurable, actionable, and impact-driven. Its work fosters a results-oriented culture across the school, enabling effective decision-making, performance tracking, and policy alignment.
Functional Areas
The Strategy & Projects Unit oversees a broad and cross-cutting portfolio, including:
- Strategic Planning and Reporting: Coordinating MUBS planning cycles, facilitating reviews of strategic goals, and compiling performance reports submitted to oversight bodies such as the Ministry of Education and Sports and the National Council for Higher Education (NCHE).
- Project Design and Implementation: Leading the initiation, structuring, and coordination of major MUBS projects, including infrastructure development, research partnerships, and Public-Private Partnership (PPP) projects. Notably, the Office prepared and submitted a USD 60 million PPP concept for student accommodation, aligned to the MUBS Master Plan (2024–2074) and Strategic Plan (2025–2030).
- Public-Private Partnerships (PPP): Acting as the MUBS liaison with the PPP Unit in the Ministry of Finance, Planning and Economic Development, the Office coordinates the preparation of project concept notes, feasibility studies, and procurement processes in accordance with the PPP Act.
- Asset and Property Management: Overseeing the strategic management of non-current assets, including buildings, furniture, machinery, and vehicles. This includes annual asset reporting, monitoring of asset movements, and coordination of asset disposal in compliance with government guidelines.
- Space Planning and Utilisation: Coordinating the allocation and optimal utilisation of physical space. The Office interfaces with stakeholders such as the space management committee, Estates & Works Office, academic and administrative departments, and service providers, to ensure space responds to evolving MUBS needs.
- Strategic Partnerships and MUBS Development: Identifying and cultivating partnerships with development agencies, donors, and private sector entities. The Office has historically supported collaborations with NORAD, the African Development Bank, and other partners for capacity building and capital development.
- Policy Development and Advisory Services: Providing analytical and strategic input on MUBS policies, coordinating cross-cutting initiatives, and advising top management on long-term planning and resource prioritisation.
Team Structure and Capacity
The Strategy & Projects Unit comprises a multidisciplinary team of staff, working across strategy, asset management, property development, planning, and administrative support. It is led by the Manager, Strategy & Projects, supported by 12 staff members.
A Staff Training and Development Plan (2024–2028) is in place to ensure that all team members, including administrative staff and building custodians are equipped with competencies to manage their activities.
Strategic Influence and Value
The Office plays a strategic integrator role, ensuring that all units and departments are working towards a common MUBS vision. It serves the ability to blend planning with implementation, and policy with performance, makes it central to the transformation of MUBS into a world-class institution. From conceptualising new projects, implementing strategies to set up new buildings, coordinating annual reports, ensuring that ICT and furniture are in place to provide a conducive environment, managing multi-stakeholder PPP projects, to tracking implementation of strategic activities, the Strategy & Projects Unit is where vision meets execution.

Role of the Strategy & Projects Unit in MUBS
The Strategy & Projects Unit at MUBS serves as a strategic arm of MUBS, reporting directly to the Office of the Principal. Its major role is to coordinate planning, oversee the implementation of strategic initiatives, and provide guidance on major development projects that align with the school’s long-term vision. The Unit is tasked with ensuring that MUBS’s strategic direction is coherent, measurable, and responsive to both internal priorities and external policy frameworks. This includes aligning institutional goals with national development blueprints such as the National Development Plans (NDPs), Uganda Vision 2040, and international frameworks like the Sustainable Development Goals (SDGs).
Functionally, the Unit is responsible for formulating and reviewing the MUBS Strategic Plan, facilitating monitoring and evaluation mechanisms, and preparing statutory reports submitted to government and regulatory bodies. It further coordinates the preparation and implementation of capital development projects, including those executed under the Public-Private Partnership (PPP) framework, and manages strategic partnerships with development agencies and private sector entities.
In addition to strategic planning and project coordination, the Unit oversees asset and property management, space planning, and institutional development support. It ensures that physical and financial resources are optimally allocated and that institutional infrastructure evolves in line with academic and administrative demands.
Ultimately, the Strategy & Projects Unit functions as MUBS’ internal think tank, providing evidence-based advisory services, and supporting decision-making processes that foster MUBS’s competitiveness and sustainability.
