School Council

The Makerere University Business School (MUBS) Council is the supreme governing organ, mandated under the Universities and Other Tertiary Institutions Act, Cap. 262, for the institution’s overall policy framework, financial oversight, and strategic direction.

The Council ensures that MUBS fulfills its mandate by providing governance leadership, approving policies, and overseeing the School’s academic and administrative operations.

Membership of the MUBS Council (2025 – 2029)

Constituted in accordance with Section 38(1) of the Universities and Other Tertiary Institutions Act 2001 (as amended).

Committees of the MUBS Council 

To execute its governance mandate efficiently and with due specialization, the MUBS Council transacts much of its business through Committees established in accordance with Section 43(1)(a–c) of the Universities and Other Tertiary Institutions Act, Cap. 262. These Committees are composed of members selected for their competence and expertise in specific areas of institutional oversight.

Each Committee operates within clearly defined Terms of Reference, which articulate its functions, reporting obligations, and areas of jurisdiction.

Terms of Reference 

Pursuant to Section 50(1) and (3) of the Act, the Appointments Board is responsible to Council for the appointment, promotion, removal from service and discipline of all officers and staff of the academic and administrative service of the School.

The Finance, Planning and General Purposes Committee

Terms of Reference 
The Finance, Planning and General Purposes (FPGP) Committee performs the following functions;

  • Advises Council on financial, planning, strategic direction and development matters of the School;
  • Within a period of four (4) months before end of each financial year, reviews and submits to Council for approval, estimates of income and expenditure of the School for the next ensuing year as presented by Management;
  • Considers and presents the annual and supplementary budget estimates to the Council for approval;
  • Reviews financial performance of the School and provides quarterly financial reports to Council in accordance with the law;
  • Considers proposals for revenue generation and investments;
  • Ensures that the School keeps proper books of accounts;
  • Monitors budget performance through quarterly financial reports against the budget and work plan;
  • Receives and considers requests for virement of funds in the approved annual budgets;
  • Periodically reviews the status of the assets of the School;
  • Reviews progress in the implementation of the School’s strategy against performance indicators and report to Council annually;
  • Reviews the procurement of works, goods and services in the School;
  • Develops and reviews policies, and rules of procedure under the Finance, Planning and General Purposes Committee;
  • Reviews strategic initiatives of financial and administrative nature as presented by Management, including borrowings and submits to Council for approval; and 
  • Considers and handles any other matters referred to it by Council.
