Makerere University Business School (MUBS) has since 2016 been supported by the Norwegian Agency for Development Cooperation (NORAD), under the Norwegian Programme for Capacity-Building in Higher Education and Research for Development project (NORHED I) to grow capacity in energy economics and governance.

In collaboration with the Norwegian University of Life Sciences (NMBU), MUBS has been able to establish and run the PhD and Masters academic programme in energy economics and governance. To date, the enrollment on these programmes has been phenomenal.  The University of Dar es Salaam in Tanzania joined the NMBU-MUBS partnership, with a focus on capacity building in energy economics and governance under the NORHED II. This subsequently motivated the establishment of the Uganda Association for Energy Economics (UAEE) that provides a regional framework for coordinating research and training in energy economics.  The UAEE sought to affiliate to the International Association for Energy Economics (IAEE) under a specific framework. This was launched at MUBS with prominent officials from the Norwegian Embassy in Uganda, Prof. Roula Inglesi-Lotz, the IAEE Vice President for Membership and Affiliate Relations, Norad/NORHED Officials, NMBU faculty and staff, NTNU faculty and staff, UDSM faculty and staff, Makerere University faculty and staff, UAEE members and MUBS faculty and staff. representatives from Electricity Regularly Authority (ERA), National Environmental Authority (NEMA), Parliament of Uganda, Uganda Petroleum Authority (UPIK), Uganda Bureau of Statistics (UBOS), Ministry of Energy and Mineral Development, Uganda Petroleum Authority, Vivo Energy and students of both economics and energy economics.
