The Hospitality and Tourism sector is one of the fastest growing industries worldwide attracting many people from various professional backgrounds. According to United Nations World Tourism Organization [UNWTO] (2018), international tourist numbers will double over the next fifteen years, and hospitality and tourism-related activities are also accounting for an increased share of GDP in many countries. The sector has proved over decades to be resilient against shocks of economic, political and social nature and continues to impact strongly on many economies, both developed and developing(East African Community [EAC], 2019; World Bank, 2018). Projections for up to 2030 indicate a positive growth trend for the sector (UNWTO, 2022). This growth implies an increasing demand for infrastructure and sophisticated managers. In Uganda, the industry has enjoyed an annual growth rate of over 20% since the turn of the century to become Uganda’s biggest foreign exchange earner(Ministry of Finance, Planning and Economic Development, 2019; National Planning Authority, 2019; Uganda Bureau of Statistics [UBOS], 2018). The sector offers significant incentives and opportunities for natural resource conservation, rural poverty alleviation and job creation (National Planning Authority, 2021; World Travel and Tourism Council, 2018). However, harnessing these opportunities depends strongly on the quality of the manpower along the entire value chain at the national and lower levels. Such human resource is developed through focused training at strategic, managerial and technical levels.
